I. Objective & League Name
The objective in forming this Constitution is to establish a competitive yet enjoyable fantasy baseball league for many years to come. The name of this league shall be The Gentlemen's League.
II. Teams & Owners
A. Number of Teams
There will be 13 teams in the league this season.
B. Divisions
There will not be separate divisions.
III. League Rules
A. Player Pool
This will be a mixed league.
B. Positions
A player must have 20 games played from the previous season or 5 games played from the current season to be eligible at a particular position.
C. Roster Slots
The following positions will make up a manager's roster: 2 C, 1B, 2B, 3B, SS, MI, CI, 5 OF, Util, and 9 P to go along with 7 reserves, 3 DL slots, and 7 Minor League slots for a maximum possible total of 40 players.
D. Roster Limits
No owner may acquire a Minors player following the Minor League Draft unless done so via trade. Any player with Rookie eligibility taken during the auction or the Reserve Draft may not be sent down to the Minor League roster. Once an owner sends up a player from his Minors roster, that player can never return back to Minors status. All owners must notify the Commissioner before they wish to bring up a player from the Minors.
E. Salaries
The salary cap for a team during the auction is $260. Following the auction, the total salary cap rises to $320, the same as the active cap. All players on DL slots as well as players on Minors rosters do not count toward the cap.
F. Transactions
1. Lineup Policy
League managers will be able to set their lineups on a daily basis. Lineups may be set daily for each player up to five minutes prior to the first game of the day for that player.
2. Add/Drop Policy
The Vickrey FAAB system will be employed for making adds and drops. As such, a winning bid will only cost one more than the second-highest bid for a given player, and salaries will be assigned accordingly. The deadline for bids will be each Sunday at 8 PM EST. Tie-breakers are based on the reverse order of standings. The starting budget is 100. Zero bids are not allowed. The drop period lasts 3 days. The amount at which a player is purchased becomes the salary for that player for the remainder of the season. If a FAAB pickup is dropped and then added again, the player's salary (and thus keeper price) will be based on the most recent acquisition.
3. Trade Policy
All trades will be approved by the Commissioner unless there is suspected collusion at play or the stock of a player changes drastically right before the deal is accepted due to injury or other circumstances. Owners may trade any player on their team, including their Minor League rosters, as well as any of their remaining FAAB money. Draft picks can also be traded, but no owner may have more than 7 Reserve Draft picks. The trade deadline will be August 12, 2018.
4. Open Market Trading
Pending trades will be brought forth to the 5-member Trade Committee. For the 2018 season the committee will consist of Joey Ballaro, Mike Berk, Andrew Gephardt, Chad Heid, Matt Hodges, Jeff LaFavor, and Jon Tigani. Owners involved in the pending trade will not be allowed to serve as members of the committee. The members of the committee will also rotate from trade to trade. Should at least 3 of the 5 acting members deem a deal to be a dump trade, it will be put forth in front of the league for 48 hours. During that period the rebuilding team will be able to negotiate with other owners so as to make the best deal possible for his team. The rebuilding owner must indicate which offer he likes best after this 48-hour period. There will then be a 4-hour time window in which only the owner involved in the initial pending deal can make counter-offers to the rebuilding owner.
G. Fees
The league entry fee is $200. There will be no other fees.
H. Minimum and Maximum Requirements
The minimum number of at-bats for a team is 3950. The minimum number of games played at catcher is 100 and then 120 for every other offensive roster spot. Failure to reach games played minimums will result in the loss of the highest Reserve Draft pick and highest Minors pick per infraction. The maximum number of games played at each independent roster spot is 162. The minimum number of innings pitched is 1100 while the maximum allowed is 1500. Should an owner exceed 1500 innings on a given day, all of the pitching statistics accrued that day will count toward the standings.
IV. Scoring System
A. Scoring System Type
A Rotisserie-style scoring system will be employed.
B. Scoring Categories
This league will use the following statistical categories: R, HR, RBI, SB, AVG, W, SV, K, ERA, and WHIP.
V. Draft & Rosters
A live auction will establish rosters before the season. Each owner will purchase 14 hitters and 9 pitchers. No owner may spend more than $260 during the auction. Following the auction, the Reserve Draft will take place to fill out the 7 bench spots. Owners may only acquire players listed in the CBS player pool during both the auction and the Reserve Draft. The Minor League Draft will then occur in which only players with Rookie eligibility may be selected. The team that finished in last place the previous season will get the first pick in the following season's Reserve Draft and Minors Draft, and each draft will proceed accordingly based on reverse order of standings.
VI. Off-Season Procedures
A. Keeper Designations
The deadline for announcing keepers will be March 3, 2018. From the deadline to the auction, an owner may choose to remove one player from his freeze list prior to the auction but will not be able to add a player to the list. Each league member will be allowed to retain as many as 8 MLB players from the previous season in addition to 4 Minors players provided they still have Rookie eligibility. Minors keepers are contingent upon the number of Minors draft picks available, as each keeper is backloaded into a draft slot. Owners may keep players who remained on their Minor League rosters all season the previous year for the price of $0. Players may not be kept as Reserves entering the auction.
B. Keeper Taxes
1. Players Purchased in the Auction and Never Dropped
There will be a $5 increase in price from the previous year to retain a keeper for an additional season. There will also be a $1 tax for each range of $10 in price greater than $4 from the previous season. That is, the keeper tax will be $5 for prices up to $4, $6 for prices from $5 to $14, $7 for prices from $15 to $24, $8 for prices from $25 to $34, $9 for prices from $35 to $44, and so on.
2. Players Acquired via FAAB
Players picked up via FAAB will automatically be assigned the highest possible keeper price in each of those same tiers based on their FAAB bids. For instance, a player purchased for $1 will be assigned a price of $4 and thus eligible to be kept at $9.
3. Players Purchased in the Auction and Dropped
The keeper price for players bought during the auction but dropped will be assigned based on their auction price, not their FAAB pickup price, unless the auction value would make the keeper price smaller.
C. Dealing with New Owners
New owners will be able to select keepers from the unprotected players after returning owners have already chosen their own keepers. In the event that there are several new owners to the league in a given season, a mini-draft will take place in which the new owners take turns selecting unprotected players until they wish to stop. Alternatively, a new owner may choose to take over the roster for a previous owner who has chosen not to return; otherwise, that roster is deleted.
VII. Prizes
A. Payouts for Final Standings
The top four owners will receive compensation for the final standings. The prizes will be as follows: $1200 for 1st place, $450 for 2nd place, $300 for 3rd place, and $200 for 4th place.
B. Three-Year Standings Prizes
The owner who has accrued the most cumulative points the previous 3 seasons will receive a prize of $300.
C. Collection of Prizes
At the end of the season, the Commissioner will send out funds based on the final standings. In the event of ties, prizes will be appropriately divided.
All league rules and regulations are subject to change based on league voting.

VII. Prizes
A. Payouts for Final Standings
The top four owners will receive compensation for the final standings. The prizes will be as follows: $1200 for 1st place, $450 for 2nd place, $300 for 3rd place, and $200 for 4th place.
