I'd like introduce a rule that no offseason trade becomes official (and is thus processed) until each owner involved has paid the league buy-in.
In another keeper league of mine, a new owner joined in the offseason for about a month. He then proceeded to make a series of awful trades, only to leave the league.
I'd like to put some kind of policy in place to avoid that type of situation altogether.

I'm in support of something like this, if for nothing else it will help us get the buy-ins out of the way. I don't want to speak for everyone, but we've had a pretty solid core for quite a few years, so I don't think it'd be an issue to pay the buy-in earlier since many of us know just how committed we are to the league.
Something like this would also allow us to know which owner would not be returning earlier in the offseason, affording us more time to replace him.

I'd also be OK with that. I think we have at least 12 guarantees for next year. I'd even be open to taking money out from winnings at the end of the year (presuming I'm able to hold onto anything) as payment for next year.

I am fine with this also. It makes sense and insures that we will have committed owners, at least financially for the year.
